If you were driving in foggy conditions, with no lights, at only 5 miles below the posted speed limit- you are 30% at fault for the accident.
The law in most states says that when it is foggy – you have to turn on your headlights. This also causes your tail lights to come on. In foggy conditions a vehicle will not be able to see you until he is right up on you if you don’t have your lights on. So, yes, if you were driving in poor conditions- visibility was low with out your lights on then yes, you are partially to blame for the accident.
If there is a dispute as to if you had your lights on or not….an expert can inspect the light bulbs in your vehicle and tell if they were on at the time of the collision.
The fact that you were driving on the roads with out insurance is just evidence of your stupidity. That had nothing to do with their liability decision.

Listen to me, this is what you have to do
DON’T ADMIT TO ANY FAULT WHATSOEVER (hopefully you haven’t already…even to your own agent)
Fight their claims till the end and you’ll come out on top!

This sounds complicated. You most likely have an agency in the state you reside in, that offers free attorney counseling to people at a particular income. You also can see an attorney whose practice is insurance claims. If there was any medical issues, they are very interested in hearing your case at no charge. I think you definitely need the advice of an attorney due to the fact there were other vehicles involved and you have no insurance. One other point if your were going to fast for those conditions, what does it say how fast the person that hit you was going.
